青运普通条规

1支会之成立

根据青运章程第9.5.1A项,任何支会之成立,必须由所属之州分会推荐,经中央执行委员会之正式覆准,方受承认。成立新支会细则如下:
(a)新支会之成立,须填写《成立支会/县会申请书》HQ-Form(5)一式四份,其中三份寄给所属之州分会,另一份则呈总会备案。
(b)有关州分会若收到成立青运支会申请书时,必须经其州理事会讨论后,在申请书之〖州分会专用栏〗上清楚地填写及签署,然后将其中两份申请书再转呈总会,另一份则由州分会保存。
(c)总会在处理新支会/州分会所呈之成立青运支会申请书的方式,有下列三种情况:

i. 当州分会同意有关新支会成立之申请时,得由总会长及总秘书在其申请书上审核批准后,再转呈青年社团注册局申请注册。经当局批准申请并发出注册证后,总会将 复函连同注册证副本寄予有关州分会和支会以通知批准新支会成立之事宜。若总会长或总秘书认为有关新支会之申请有疑问之处,有关申请书将交由中央执行委员会 讨论,再做最后决定。
ii.若州分会不同意有关新支会之成立时,其所提呈之不同意的理由,将交由中央执行委员会讨论,再做最后决定。
iii.若总会收到新支会所呈上之申请书,在二十一天内尚未获得所属之州分会提呈意见时(如以上第1(b)项所示),总会将与有关各造进行调查,再交由中央执行委员会做最后决定。

(d)有关申请之新支会若获得青年社团注册局之批准成立后,须即刻成立筹备委员会,并将其名单交由所属之州分会,然后州分会再与有关新支会之筹委会安排召开第一届支会会员大会,并选举第一届理事会。
(e)支会理事会成员如下:
1.主席一名 4.秘书一名 7.理事五名至九名
2.署理主席一名 5.助理秘书一名 8.稽查两名
3.副主席两名 6.财政一名

上述理事,除了秘书、助理秘书及财政由主席委任,以及稽查在大会提名选出之外,其余理事须以提名表格在选举日七天前呈交支会筹委会秘书处。

(f)在未召开会员大会前十四天,支会筹委会主席/秘书须发出通知会员出席会员大会。有关合格之会员将依照该筹委会在会员大会十四天前,交给州分会之《会员入会申请书》为准。
(g)《会员入会申请书》可向州分会购买,州分会须以总会所编印之表格及所规定的价格售卖给支会。
(h)会员大会后的十四天内,支会主席/秘书须填写六份理事名单HQ-Form(6S)并交由其所属之州分会覆准。有关州分会覆准后,再寄给(一)总会;(二)州分会;(三)县会;(四)有关支会;(五)青年及体育部 及(六)青年社团注册局各一份 做为档案。

(i)新成立之支会必须以青年社团注册局所发出的注册证申请开银行户口,并以组织的户口募集款项进行所有组织活动。若没有银行户口之单位,应暂时以属上县会或州分会之银行户口名义募集款项进行活动,不允许用个人名义的户口进行。

2申请入会

(a)每位申请者必须填写两张《会员入会申请书》[Borang Permohonan Menjadi Ahli Y.M.M.],依照身份证所示填写英文名。
(b)每位会员应缴交入会基金五零吉及会员费如下:
i.普通会员:年捐四零吉,由入会之日期至该年年底止。年捐全部呈交总会。
ii.永久会员:须缴交五十零吉或由中央执行委员会根据时势所制定的价格,会员费全部呈交总会,永久会员以后免缴年捐。(永久会员须呈上两张护照型近照)

(c)支会在处理入会申请书时,必须依据青运章程第19条款填写《会员名册》[Register of members] HQ-Form(3),连同两张会员入会申请书及应缴款项,交由所属之州分会处理。
(d)州分会收到支会所呈上之入会申请书时,必须在《会员名册》之名表审查其所填写之各项是否准确,然后由州分会主席/秘书在入会申请书签署及盖章表示接受。
(e) 总会在收到有关州分会之会员申请文件时,由总会依照所呈上之《会员名册》发出会员证给每一位申请者,邮寄会员证将依据会员所填写的地址为准。总会将会各寄 一份有关支会之会员名册副本于州分会秘书及支会秘书,作为某会员若遗失其会员证时查询之用。f)《会员名册》可向州分会购买,州分会须以总会所编印之表格 及所规定的价格售卖给支会。(附注:缴交款项请以付给青运总会“Young Malaysians Movement HQ”之割角支票或汇票交州分会处理)。

3会员资格

(a)入会者之申请书,倘获得总会批准,其会员资格将于总会接获其会员入会申请书之日起开始生效。
(b)会员每年依期缴交年捐者,其会员资格之鉴定将依照总会发给之会员证为准。
(c)会员证须由总秘书签署方为有效。若有遗失,会员必须向总会申请并缴交三零吉手续费以补发新会员证。
(d)支会财政每年年底须填写《普通会员缴交年捐名单》[Members Subscriptions List]HQ-Form(4)一式三份,提呈总会申请更换新会员证。会员如有更新个人资料,必须填写并注明“更新资料”在名单上。
(e)支会秘书将上述第3d项中填妥之名单,连同应缴交之会员费(附注:缴交款项请以付给青运总会“Young Malaysians Movement HQ”之割角支票或汇票),如期寄给所属之州分会。
(f)州分会秘书将上述名单,及应缴交之会员费加以审查并签署後,如期将名单及会员费寄上总会申请更换新会员证。总会将会各寄一份有关支会更新会员证之会员名册副本于州分会秘书及支会秘书,作为某会员若遗失其会员证时查询之用。

4申请转会

(a)申请转会者,必须填写两张《会员入会申请书》。
(b)每位转会者必须缴交手续费十零吉,连同现有之会员证呈交新转入之支会申请处理。
(c)支会必须依照上述申请,填写转会者之资料在《会员名册》,并在〖会籍Category of Membership〗栏内写上“转会”两字以便分辨。

5普通会员申请转为永久会员

(a)申请转为永久会员者,必须填写两张《会员入会申请书》。
(b)每位申请者必须缴交手续费三零吉和会员费五十零吉,并须交上两张护照型近照,照片背面请注明姓名及州属/支会名称,以备发新会员证。
(c)支会必须依照上述申请,填写转永久会员者之资料在《会员名册》,并在〖会籍Category of Membership〗栏内写上“转永久”三字以便分辨。

6常年报告

(a)青运各级单位每年都须填报常年报告并直接呈交予总会,以便核准后再转呈青年社团注册局,否则将面对青年社团注册局之吊销训令。
常年报告包括:

i.六份Borang PPB09
ii.六份秘书会议报告(2份马来文版及4份华文版)
iii.六份财政报告Statement B
iv.六份新理事名单HQ-Form(6S)

(b)总会将在每年年初,寄发合格会员名册连同常年报告之有关表格给支/州分会,邮寄地址将依据总会所收到的地址资料为准。常年报告必须在常年大会召开后的三十天内呈上总会处理。

7候选人及代表资格

所 有青运合格会员,在不需要转会的情况下,有权在选举年到全国其中一个合格支会竞选任何职位,唯没有投票权,同时必须得到该支会一名合格会员为提议人及一名 合格会员为附议人。该名会员在中选所竞选的职位后,必须在中选日算起的一个月内完成转会手续,否则该中选将被视为无效。

8诠释

关于这些条规的释义,中央执行委员会的诠释将是最后的决定,除非经中央代表大会加以撤销。中央执行委员会可全权处理不在此普通条规规定的任何事项。

9沙巴及砂拉越注册

在《二零零七年青年团体与青年发展法令》还没有在东马落实之前,沙巴和砂拉越州分会及其属下的各级单位将注册在社团注册局之下,直至该法令落实到该州为止。

上述条规于二零一九年四月十三日中央执行委员会会议上通过修改,由即日起生效。

GENERAL ORDER OF PERGERAKAN PEMUDA MALAYSIA

(YOUNG MALAYSIANS MOVEMENT) (Y.M.M.)

1. Establishment of Branches:

In accordance to the Y.M.M. Constitution (Article 9.5.1A), any establishment of new branch shall first be recommended by the State Branch, and upon the approval by the Central Executive Council, thereafter only the Branch shall be recognized. Regulations for the establishment of a branch are as follows:-

a) For the establishment of a new branch, fill in four (4) copies of ‘HQ-Form (5)’. Three (3) copies shall be sent to the respective State Branch, and one (1) copy to be submitted to the Headquarter for record purposes.

b) Upon receiving the application for establishment of Y.M.M. Branch, the State Branch Committee shall first discuss and thereafter in the column “For State Office Use Only” clearly fill in and execute on it, two (2) of the application forms shall thereafter be submitted to the Headquarter and the remaining copy shall be kept by the State Branch.

c) The Headquarter in dealing with the mode of establishment of new Branch,application submitted by the State Branch will be by the following three (3)circumstances:-

i. When the State Committee Meeting had agreed to the application, the President and the Secretary General shall approve the same and thereafter submit to the Registrar of Youth Societies to apply for registration. After the authority had approved the application and issued the certificate of registration, the Headquarter will reply together with the photocopy of the registration certificate to the respective State Branch and Branch informing the particulars of  approving the establishment of the new Branch. Should the President or Secretary General is of the opinion that the application of the new Branch is doubtful, the said application shall be forwarded to the Central Executive Council to discuss, thereafter make final decision.

ii. Should the State Branch disagree with the establishment of the new Branch, grounds for such disagreement shall be submitted to the Central Executive Council for discussion whereupon the final decision will be made.

iii. Should the Headquarter receives the application form of the new branch, but receives no response from the respective State Branch within twenty-one days (21 days) (refer to General Orders Article 1-b above), Headquarter and the respective parties will conduct investigation and thereafter leave to the Central Executive Council to make the final decision.

d) Once the application for the establishment of new Branch is approved by the Registrar of Youth Societies, a Protem Committee shall be formed immediately, and thereafter the namelist shall be forwarded to the respective State Branch, thereafter the State Branch shall arrange with the new Protem Committee to arrange for the first Branch Annual General Meeting and to elect the first Branch Committee.

e) The Branch Committee shall consist of

1. Chairman

2. A Deputy Chairman

3. Two (2) Vice Chairman

4. An Hon. Secretary

5. An Asst. Hon. Secretary

6. An Hon. Treasurer

7. Committee Members (5 to 9 members)

8. Two (2) Hon. Auditors

The above exco, except Hon. Secretary, Asst. Hon. Secretary and Hon.Treasurer who would be appointed by the Chairman, and the Auditor who would be nominated and voted during the AGM, the rest of the exco must submit their nomination form seven (7) days before the date of election to the Branch Protem Committee Secretariat.

f) Fourteen (14) days prior to the AGM, the Protem Chairman/Secretary of the Branch shall issue notice for members to attend the AGM. The validity of memberships shall based on the submitted by the Branch Protem Committee to the State Branch 14 days before the AGM.

g) can be purchased from the State Branch.The State Branch shall sell the forms printed and priced by the Headquarters to the Branch.

h) Fourteen days after the AGM, the Branch Chairman/Secretary shall fill up six (6) copies of Committee Namelist ‘HQ-Form (6S)’ to be submitted to the State Branch concerned for approval. After approval by the State Branch, to be forwarded to (1)Headquarter; (2)State Branch; (3)District Branch; (4)Branch concerned; (5)Ministry of Youth and Sports; and (6)Registrar of Youth Societies each a copy for filing.

i) The newly established Branch must use the registration certificate issued by the Registrar of Youth Societies to apply for opening bank account and using the organization account to collect funds to conduct all activities organized. Should there be no bank account, one should use the bank account of the District Branch or State Branch which it was under to collect funds to conduct activities, personal account is not allowed to be used.

2. Application for Membership:

a) Every applicant shall fill up two (2) copies of [Borang Permohonan Menjadi Ahli Y.M.M.], according to the English name display in the Identity Card.

b) Every member shall pay an admission fundof RM5 and subscription as stated below:-

i. Ordinary Member : Annual Subscription of RM4, from the date of admission to the end of that particular year. All annual subscription shall be submitted to the Headquarter.

ii. Life Member : RM50 or such other amount as may be determined by the Central Executive Council, all membership fee shal be submitted to the Headquarter, Life Member is exempted from paying subscription in future. (Notice: applicant for life member shall submit 2 passport size photographs)

c) The Branch in processing application form, shall accord to Y.M.M. Constitution Article 19 fill up the HQ-Form (3),together with two (2) membership application form and the required subscriptions, submit to the respective State Branch Committee for process.

d) Upon receiving the application forms from the branch by the State Branch,the State Branch shall check as to the accuracy of the forms, thereafter the State Chairman/Secretary will execute and chop to indicate acceptance.

e) Headquarter upon receiving the membership application form, the Headquater shall accord the submitted to issue a membership card to every applicant, mail the membership card according to the address fill up by the member in form. The Headquarter will send a copy of the Register of Member of the respective branch to the State Branch Secretary and Branch Secretary, for the purpose of inquiry should the member lost his membership card.

f) can be purchased from the State Branch, the State Branch shall use the printed form and price determined by the Headquarter to sell it to the Branch (Remarks: All Subscription submitted must be sent by Cross Cheque/Draft direct to payee “Young Malaysians Movement HQ” to the State Branch concerned for process.

3. Membership Qualification:

a) The validity of the membership commence from the date the Headquarter received the application form should such application is approved by the Headquarter.

b) For those members who pay their annual subscription regularly, the qualification of their membership will be determined by membership card issued by the Headquarter.

c) The membership card shall only be effective bearing the signature of the Hon. Secretary General. Should it be lost, the member needs to apply to the Headquarter and pay RM3 to reissue a new membership card.

d) The Hon. Treasurer of the Branch in the end of every year shall fill in three (3) copies of [Members Subscriptions List] ‘HQ-Form (4)’ and submit to the Headquarter for renewal of membership card. Member if there is any renewal of personal information, shall fill up and note “Renewal of Information” in the name list.

e) The Secretary of the Branch shall keep a copy of the completed form stated in General Order Article 3(d), together with the membership fees that are supposed to be submitted (Remarks: All Subscription submitted must be sent by Cross Cheque/Draft direct to Y.M.M. Headquarter “Young Malaysians Movement HQ”) to the State Branch concerned in time.

f) The Secretary of the State Branch shall review the above name-list and the required subscription and sign, thereafter send a copy of name list and subsriptions to the Headquarter to apply for renewal of membership card.The Headquarter will send a photocopy of the renewed Branch membership name list to the State Branch Scretary and Branch Secretary,for the member to inquire if they lost their membership card.

4. Application for Transfer of Membership:

a) Applicant who wishes to transfer his/her membership shall fill in two (2)copies of .

b) Every applicant must submit RM10 processing fee, together with the current membership card to the new branch for process.

c) The Branch must according to the said application, fill in the particulars of the transferor in the and in the column of “Category of Membership” write in the word “transfer branch” to be identified.

5. Application from Ordinary Membership to Life Membership:

a) Applicant shall fill in two (2) copies of .

b) Every applicant shall pay RM3 processing fee and RM50 of membership fee, and submit two (2) passport size photographs with the name of applicant and name of the Branch/State Branch written at the back to issue new membership card.

c) The Branch must according to the said application, fill in the particulars of the applicant in the and in the column of “Category of Membership” write in the word “transfer to life membership” to be identified.

6. Annual Report:

a) The Annual Report from each unit of each level shall be submitted directly to the Headquarter for approval before the report be forwarded to the Registrar of Youth Societies. Failing to submit the report might cause the branch to be suspended by the Registrar of Youth Societies.

The Annual Report shall consist of:-

i. Six (6) copies of ‘Borang PPB09

ii. Six (6) copies of Meeting Report (2 in Malay and 4 in Mandarin)

iii. Six (6) copies of Account Report ‘Statement B’

iv. Six (6) copies of the Committee Namelist HQ-Form (6S).

b) Headquarter will at the beginning of each year, send the valid membership list together with the forms for Annual Report to the Branch/State Branch,mailing address will be in accordance with the address received by the Headquarter. Annual Report must be submitted within 30 days after AGM for the Headquarter to process.

7. Candidates and Representatives’ Qualification

All qualified Y.M.M. members, without the need to transfer branch, has the right during election year to contest in any post in one of the valid Branch in the country, but without voting right and must at the same time obtain a qualified member of that particular branch as proposer and another valid member as seconder. The member upon elected for the post, must within one month from the date of being elected complete transfer procedure, otherwise the elected will be considered as invalid.

8. Registration of Sabah and Sarawak

Before the Youth Societies And Youth Development Act 2007 is endorsed in East Malaysia, Sabah and Sarawak State Branches and their branches will be registered under Registrar of Societies, till the enforcement of the Act in the concerned State.

9. Interpretation

For the interpretation of these orders, the decision of the Central Executive Council shall be binding on the members unless set aside by the General Meeting of the Central Assembly. The Central Executive Council shall have power to exercise its discretion in dealing with matters not provided for in these orders.

The amendments of the above General Order is approved on 13th April 2019

in the Central Executive Council and enforce immediately.
